Inspections Carried Out


In the wake of re-organization and cadre re-structuring, the number of Commissionerate of Central Excise & Service Tax had gone up to 146 and DGPM is inspecting 1/3rd of the field formation in a year and it is ensured that all the Central Excise and Service Tax Commissionerate are inspected at least once in every 3 years.


Vide F.No. 296/02/2010-CEx- dt. 11.05.2010 issued by Secretary, CBIC it had been suggested that inspections are carried out as per BMB No. 32/10. In view of this, it is proposed and planned that inspections are be carried out in following manner:-


1. DGPM and its 5 Regional Units will primarily inspect Commissionerate Headquarters based on careful profiling of the risk parameters of the respective Commissionerate.


2. The primary responsibility for compliance of inspection notes drawn by DGPM in respect of a Commissionerate will rest with the Jurisdictional Chief Commissioner.

Being the performance evaluation wing of the Central Board of Indirect Taxes and Customs [CBIC], it has been the endeavour of the Directorate General of Performance Management [DGPM] to evaluate the processes being followed by the field formations for ensuring optimum delivery of assured services to the stakeholders.
Tasks like goal setting, formulating strategies and facilitating Annual Action Plans with laid parameters to ensure scalability of the efficiency of the field formations and to make the tax administration more effective are taken up by this Directorate.
DGPM primarily undertakes the inspections of Customs and CGST Commissionerates. Besides being the Cadre Controlling Authority for all the 18 directorates under CBIC, it is also the nodal agency for recovery of arrears (TAR) and for implementation of Raj Bhasha [Official Language].
During the COVID-19 pandemic, with a view to move towards paper-less office with accountability and transparency, DGPM introduced the e-Office application in all the offices of CBIC.
As the new Performance Management System – “Aakalan” has been operationalized for all the formations under CBIC, DGPM is responsible for collecting and collating the Zone-wise and Directorate-wise data with respect to the three buckets under the system viz. Performance Metrics for selected functional areas of GST/Customs with monthly performance management; Quarterly "Saadhit" (Self-Appraisal and Disposal) targets and performance thereon; and Monthly report on periodic meetings and issues brought out therein. The collated data is submitted on a monthly and quarterly basis to the Board Office [CBIC].
