The Directorate General of Performance Management (Customs, GST & Service Tax) (DGPM) (previously known as Directorate General of Inspections of Customs and Central Excise (DGICCE), was constituted in 1939 as part of the CBIC’s Office (Central Board of Indirect Taxes and Customs) earlier CBEC (Central Board of Excise and Customs) for conducting periodical inspections and for advising the Board on technical questions and standardization of organization and procedures in the Customs Houses and the Central Excise Commissionerates. It was separated from the Board on 1st April, 1946 and given the status of an attached office.
The main functions of DGPM include the following: -
- Inspections of field formations.
- Study of the working of Customs and Central GST Machinery.
- Cadre Controlling Authority for Group “B” and “C” employees of all 18 Directorates under the Central Board of Indirect Taxes and Customs.
- DGPM is the nodal office for Saadhit & Aakalan.
- DGPM is the nodal office for eOffice.
- DGPM is also the nodal office for Rajbhasha (Official Language) implementation across all formations of CBIC.
- Work related to Tax Arrear Recovery.
DGPM has 5 regional units, namely, Northern Regional Unit (Delhi), Western Regional Unit (Mumbai), Eastern Regional Unit (Kolkata), Southern Regional Unit (Chennai) and Central Regional Unit (Hyderabad).
