An Overview
The Directorate General of Performance Management (Customs, Central Excise and Service Tax) (DGPM) (previously known as Directorate General of Inspection (Customs and Central Excise) (DGICCE), was constituted in 1939, as part of the CBIC’s office for conducting periodical inspections and for advising the Board on technical questions and on standardization of organization and procedures in the Custom Houses and the Central Excise Commissionerates. It was separated from the Board on 1st April, 1946 and given the status of an attached office.
The name of the Directorate was changed from Directorate General of Inspection (Customs and Central Excise) to Directorate General of Performance Management vide F. No. 11013/21/2015-AD-IV Order No. 3/AD.IV/2015 dated 13.08.2015. The work of the Chief Commissioner, Tax Arrears Recovery i.e. CC (TAR) was transferred to the Directorate General of Performance Management vide F. No. 11013/20/2015-AD-IV Order No. 02/2015-AD-IV dated 27.08.2015.
Directorate General of Performance Management is the Cadre Controlling Authority for Group “B” and “C” employees of the following 18 Directorates under CBIC :-

DGPM has 05 regional units, namely, Western Regional Unit (Mumbai), Eastern Regional Unit (Kolkata), Northern Regional Unit (Delhi), Southern Regional Unit (Chennai) and Central Regional Unit (Hyderabad).
Each Zonal Unit, except Central Regional Unit (Hyderabad), is headed by a Pr. Additional Director General/Additional Director General who is the Head of the Department. The Central Regional Unit is headed by an officer of the rank of Additional Director who reports to the Additional Director General, Southern Regional Unit, Chennai.
