The Directorate General of Performance Management (Customs, Central Excise and Service Tax) (previously known as Directorate General of Inspection (Customs and Central Excise) (DGICCE), was constituted in 1939, as part of the CBIC’s office for conducting periodical inspections and for advising the CBIC on technical questions and on stand...ardization of organization and procedures in the Customs Houses and the Central Excise Commissionerates. It was separated from the CBIC on 1st April, 1946 and given the status of an attached office.
(i) DGPM is the Cadre Controlling Authority for all the 18 Directorates under CBIC and handles important functions of Direct Recruitment in the grades of Tax Assistant, Steno Gr.-I & II, Junior Translation Officer, Havaldar, MTS and Driver (OG); Promotions to the grades of AAD, Inspector, AO, SPS, PS, STO, Steno Gr.-I, EA, TA, LDC, Head Havaldar, Drivers (SG)/ Gr.-I/ Gr-II and Compassionate and Sports Quota Appointments.
(ii) DGPM is also the nodal office for implementation of Raj Bhasha [Official Language], e-Office implementation and for recovery of tax arrears (TAR).
• e-Office: eOffice project under 'eKranti' which is the 5th pillar of “Digital India Programme”, was launched on 15.06.2020 as an ambitious reform in CBIC with an objective to bring in efficiency and standardization of the processes and also to minimize physical contact. As on date, e-Office is working successfully in all 433 formations of CBIC. DGPM is also looking after the maintenance work of e-Office project. All kinds of technical and administrative issues related to e-Office are addressed by DGPM e-Office Teams so that smooth functioning of e-Office may be ensured.
• Raj Bhasha (Official Language): DGPM is the nodal office for the implementation of Raj Bhasha (Official Language) in all field formations and Directorates of CBIC.
• Recovery of Tax Arrears (TAR): DGPM is functioning as Nodal Authority for interacting and sharing data of defaulters with Financial Intelligence Unit-India (FIU-India). DGPM has been designated as Nodal Authority to provide information/Comments on the references from all Zonal Committees as per. DGPM also acts as Nodal Authority for interacting and sharing data with Insolvency and Bankruptcy Code (IBC) regarding cases filed before NCLT. Besides, DGPM has been appointed Nodal Agency by CBIC for onboarding the field formations on the CERSAI 2.0 portal (a portal for uploading attached assets (Immovable/Movable/intangible)) kept as security or attached against the dues/arrears or otherwise under SARFAESI Act, 2002.
Two new Performance Management Systems- “Saadhit and Aakalan” have been recently launched for all the formations under CBIC and DGPM is tasked with the responsibility for collecting and collating the Zone-wise and Directorate-wise data for onward submission to CBIC for both these performance management tools. "Saadhit" (Self-Appraisal and Disposal targets) is architectured around the concept of self-identification of Key Result Areas, self-setting of Targets for each KRAs and reporting against each target at the end of the quarter. The collated data is submitted by DGPM on a quarterly basis to the CBIC.
To keep pace with the ever-growing aspirations of all the stakes holders, DGPM is in the process of re-inventing itself:-
1. By the delegation of work of inspections of GST Commissionerates and Customs Houses to the Pr/Chief Commissioners (other than the Zonal Pr/CC) with a manual of standard operating procedure (SOP) to ensure quality and uniformity. The work of inspection of CGST & Customs Commissionerates has been delegated to the Pr. CC/CC as per SOP for Inspection issued by DGPM on 21-03-2023. However, DGPM is mandated to compile an annual report based on IRs and closure received from Zonal Pr. CC/CCs and submits the same to Board by end of every financial year.
2. Implementation of OSPR (Operational Systems Performance Review), which is an evaluation mechanism to measure the efficacy, efficiency, economy and effectiveness of the operational systems in the forms of rules, notifications, instructions, procedures as well as practices. It seeks to provide an on-ground assessment, information, analysis and insights about the operational systems and make recommendations for improvements on the basis of field studies and data analysis. OSPR strives to provide this evaluation mechanism as a support function to CBIC.
