Directorate General of Performance Management (DGPM) is an attached office of Central Board of Indirect Taxes & Customs (CBIC) and acts as nodal office for supervising the implementation of the Official Language (O.L) policy of the Govt. of India in all formations of CBIC. The Rajbhasha Cell within DGPM consists of one Deputy Director (Official Language), one Assistant Director (Official Language), one Senior Translation Officer and Two Junior Translation Officers. Rajbhasha Cell implements the Official Language policy in the office of Directorate General of Performance Management and also works as the nodal Agency for coordination between the Ministry/Board and all formations of CBIC.
Following are the main functions performed by the Rajbhasha cell in DGPM, Headquarters office:-
- All translation work of DGPM from English to Hindi and vice versa which includes translation of General orders, Notifications, circulars, reports etc.
- Convening the Meeting of Official Language Implementation Committee of DGPM in every quarter of the year wherein the position of implementation of official language policy and targets of Annual programmes are reviewed, follow-up action on the decisions of committee meeting is under taken and progress reported in the next meetings
- As Member of Official Language Implementation Committee of Department of Revenue, Ministry of Finance, attending quarterly meetings and reporting progress of Hindi in Headquarter office and as well as field formations of CBIC.
- One of the most important tasks of the Rajbhasha (OL) cell of DGPM is to co-ordinate the inspections of various formations of CBIC by the Parliamentary Committee on Official Language. In all the inspections conducted by the Parliamentary Committee on Official Language, it is ensured that the required questionnaire is reviewed, scrutinized and forwarded to the Ministry in time. This also includes ensuring follow-up action after the meeting of the Honourable Committee and sending the reports received from the concerned offices to the Department of Revenue, continuously coordinating with them and providing adequate support to them as the nodal agency of official language for CBIC. Apart from this, providing consultation to senior officers as required regarding the implementation of official language in official work is also one of the main tasks of the Rajbhasha cell .
- Hindi workshops are organized regularly to impart practical training for performing the official work in Hindi.
- Adequate number of employees/ members of staff are sponsored for Hindi Typing/Hindi Stenography training as per the official language policy.
- Hindi day/ fortnight is celebrated in the office during which various competitions are held such as Noting-Drafting, Hindi Essay, Translation and General Knowledge quizzes, debates etc. Winners in these competitions are given prizes and cash awards at the end of the Hindi Pakhwada fortnight celebrations and on this occasion, cultural programmes are also staged along with prize distribution ceremony.
- In order to promote Hindi Noting and drafting, the cash award scheme of Govt. of India, has been implemented in the office and cash awards are distributed in the Annual function every year.
- DGPM office is notified office under Rule 10(4) of the Official Language Rules and Eight sections have been specified for doing entire work in Hindi under rule 8(4) of Official Language Rules.
- Most of the officers and staff of DGPM are proficient in Hindi and transact their work in the Official Language. The work done by them in Hindi is reported periodically to DG/ ADG through DD/AD (OL). As a result of constant vigil and supervision of Hindi work, the overall correspondence in Hindi has increased to 99% and the target of 75% noting in Hindi has also been achieved. Most of the officers and staff are doing more than 75% noting in Hindi in files
- The departmental Hindi magazine of DGPM "Indraprastha" is published regularly
